Shedding light on the long shadow of childhood adversity

Apr. 30, 2013 ? Childhood adversity can lead to chronic physical and mental disability in adult life and have an effect on the next generation, underscoring the importance of research, practice and policy in addressing this issue, according to a Viewpoint in the May 1 issue of JAMA, a theme issue on child health.

David A. Brent, M.D., of the University of Pittsburgh School of Medicine and Western Psychiatric Institute and Clinic, Pittsburgh, presented the Viewpoint at a JAMA media briefing.

Dr. Brent and co-author Michael Silverstein, M.D., M.P.H., of the Boston University School of Medi-cine, write that early child adversity, defined as child maltreatment, exposure to domestic violence, or living with a household member with serious mental illness, has been linked to myriad chronic conditions associated with premature death: smoking, substance abuse, obesity, cardiovascular disease, depression, and attempted suicide. They add that causal pathways between early adversity and these multiple outcomes are thought to be mediated by changes in stress responsivity, and that animal models have demonstrated that these effects are transmitted from parent to child through epigenetic (the effect of environment on gene expression) mechanisms. "While the pathways by which adversity exerts its effects have not been as elegantly elaborated in humans, it is posited that these epigenetic changes can contribute to immune dysfunction, insulin resistance, and cognitive difficulties that in turn lead to risky behavior and predispose to emotional lability [instability] and depression."

"The good news is that, if detected early enough, the impact of family adversity on child health outcomes can be reversed, or at least attenuated. For example, if maternal depression is treated to remission, the patients' children show symptomatic and functional gains. Economic interventions that provide local employment and move parents out of poverty have been shown to be temporally related to a decreased risk for behavioral disorders in the children of the assisted families. Earlier foster placement can, to some extent, reverse the deleterious neurobiological and cognitive effects of extreme deprivation in infancy."

The authors write that these findings about early adversity and its sequelae have important implications for research, practice, and policy. With regard to research, a better understanding of the biological mechanisms by which early adversity exerts its effects, "definition of the critical periods when such effects are particularly deleterious, and identification of effective approaches to their remediation or prevention are warranted. In addition, the shared roots of leading causes of worldwide disability (such as cardiometabolic disease and depression) suggest opportunities for synergy, because interventions that would prevent the development of these conditions would have a substantial effect on public health worldwide."

"For clinicians, given the potent and long-reaching effects of family adversity on health outcomes, knowledge can be empowering. Physicians must be taught about the effects of adversity, how to detect it, and what steps to take once identified. Screening, referral, and monitoring of the presence of adversity and its effects early in the child's life may prevent or attenuate the destructive multigenerational effects of dysfunctional parenting that occur as a consequence of untreated psychiatric disorder," they write.

The authors add that physicians must also be advocates for social policies that can help families achieve what all parents want -- a secure environment for their children to develop into competent adults. "Home visitation programs for at-risk families of infants have been shown to have long-term positive effects on physical and mental health, education, employment, and family stability. Access to quality preschool education can help to buffer the deleterious effects of poverty."

"The economic cost -- in excess health care utilization, nonresponse to treatment, incarceration, loss of employment, decrease in productivity, and disability -- weighs heavily on families burdened with adversity but ultimately is borne by society as a whole. In the drive to improve quality of health care and contain costs, the huge price tag to society of early adversity cannot be neglected. Through research, clinical care, and advocacy, physicians can shine a light on the dark shadow of adversity and diminish its reach from generation to generation. Society can either invest in combating the effect of adversity on families now, or pay later."

China-in-a-holding-PatternChinese stocks are continuing to underperform the U.S. market this year, and the Chinese economy appears to be headed for its fourth straight year of underperformance.

After recording stellar gross domestic product (GDP) growth of 10.4% in 2010, the Chinese economy has stalled and reversed course, declining in 2011 and 2012.

And it looks like the Chinese economy will continue to be flat in 2013, with estimated GDP growth of 7.8%, according to JPMorgan, which cut its estimate from the previous 8.2%. (Source: Kumar, P., ?JPMorgan cuts China 2013 GDP view to 7.8%,? MarketWatch, April 15, 2013.)

The reality is that China has stalled and at this point, the U.S. stocks look better overall. (Read ??Year of the Snake? Favors U.S. Over Chinese Stocks.?)

But the new leaders are ambitious and are aggressively using monetary and fiscal policy to prime the economic pump and keep China from stalling.

It will not be easy, but with over $3.0 trillion in foreign reserves, the country does have more financial firepower than many other industrialized countries that are in a similar situation.

And how may you ignore the estimated 7.8% GDP growth rate?

It?s actually not that bad; it still indicates a country that is expanding rapidly.

While many are avoiding China, highly respected market analyst Dennis Gartman is not one of them; he believes there are opportunities within Chinese stocks.

The benchmark Shanghai Composite Index (SSEC) was down 3.1% this year as of Thursday.

The chart below shows the relative comparison between the SSEC and the S&P 500, represented by the green line. The Chinese index has been in a downtrend since February, while the S&P 500 has moved higher, based on my technical analysis.

While the upside appears to be better with U.S. stocks at this time, I would begin to look at China for aggressive opportunities when the buying interest is low.

Along with the added risk of Chinese stocks comes the potential of higher returns. You just need to be careful with stock selection, and make sure your portfolio holdings are well diversified.

Famed investor Jim Rogers remains bullish on China and has been for quite some time. In his blog, he advises investors to look for opportunities in the country?s agricultural sector. This makes a whole lot of sense, given the more than 1.3 billion mouths to feed and a desire to produce more foods locally.

My favorite areas for investing in Chinese stocks are the infrastructure, agriculture, Internet, banking, and mobile sectors.

Army says no to more tanks, but Congress insists

WASHINGTON (AP) -- Built to dominate the enemy in combat, the Army's hulking Abrams tank is proving equally hard to beat in a budget battle.

Lawmakers from both parties have devoted nearly half a billion dollars in taxpayer money over the past two years to build improved versions of the 70-ton Abrams.

But senior Army officials have said repeatedly, "No thanks."

It's the inverse of the federal budget world these days, in which automatic spending cuts are leaving sought-after pet programs struggling or unpaid altogether. Republicans and Democrats for years have fought so bitterly that lawmaking in Washington ground to a near-halt.

Yet in the case of the Abrams tank, there's a bipartisan push to spend an extra $436 million on a weapon the experts explicitly say is not needed.

"If we had our choice, we would use that money in a different way," Gen. Ray Odierno, the Army's chief of staff, told The Associated Press this past week.

Why are the tank dollars still flowing? Politics.

Keeping the Abrams production line rolling protects businesses and good paying jobs in congressional districts where the tank's many suppliers are located.

If there's a home of the Abrams, it's politically important Ohio. The nation's only tank plant is in Lima. So it's no coincidence that the champions for more tanks are Rep. Jim Jordan and Sen. Rob Portman, two of Capitol's Hill most prominent deficit hawks, as well as Democratic Sen. Sherrod Brown. They said their support is rooted in protecting national security, not in pork-barrel politics.

"The one area where we are supposed to spend taxpayer money is in defense of the country," said Jordan, whose district in the northwest part of the state includes the tank plant.

The Abrams dilemma underscores the challenge that Defense Secretary Chuck Hagel faces as he seeks to purge programs that the military considers unnecessary or too expensive in order to ensure there's enough money for essential operations, training and equipment.

Hagel, a former Republican senator from Nebraska, faces a daunting task in persuading members of Congress to eliminate or scale back projects favored by constituents.

Federal budgets are always peppered with money for pet projects. What sets the Abrams example apart is the certainty of the Army's position.

Sean Kennedy, director of research for the nonpartisan Citizens Against Government Waste, said Congress should listen when one of the military services says no to more equipment.

"When an institution as risk averse as the Defense Department says they have enough tanks, we can probably believe them," Kennedy said.

Congressional backers of the Abrams upgrades view the vast network of companies, many of them small businesses, that manufacture the tanks' materials and parts as a critical asset that has to be preserved. The money, they say, is a modest investment that will keep important tooling and manufacturing skills from being lost if the Abrams line were to be shut down.

The Lima plant is a study in how federal dollars affect local communities, which in turn hold tight to the federal dollars. The facility is owned by the federal government but operated by the land systems division of General Dynamics, a major defense contractor that spent close to $11 million last year on lobbying, according to the nonpartisan Center for Responsive Politics.

The plant is Lima's fifth-largest employer with close to 700 employees, down from about 1,100 just a few years ago, according to Mayor David Berger. But the facility is still crucial to the local economy. "All of those jobs and their spending activity in the community and the company's spending probably have about a $100 million impact annually," Berger said.

Jordan, a House conservative leader who has pushed for deep reductions in federal spending, supported the automatic cuts known as the sequester that require $42 billion to be shaved from the Pentagon's budget by the end of September. The military also has to absorb a $487 billion reduction in defense spending over the next 10 years, as required by the Budget Control Act passed in 2011.

Still, said Jordan, it would be a big mistake to stop producing tanks.

"Look, (the plant) is in the 4th Congressional District and my job is to represent the 4th Congressional District, so I understand that," he said. "But the fact remains, if it was not in the best interests of the national defense for the United States of America, then you would not see me supporting it like we do."

The tanks that Congress is requiring the Army to buy aren't brand new. Earlier models are being outfitted with a sophisticated suite of electronics that gives the vehicles better microprocessors, color flat panel displays, a more capable communications system, and other improvements. The upgraded tanks cost about $7.5 million each, according to the Army.

Out of a fleet of nearly 2,400 tanks, roughly two-thirds are the improved versions, which the Army refers to with a moniker that befits their heft: the M1A2SEPv2, and service officials said they have plenty of them. "The Army is on record saying we do not require any additional M1A2s," Davis Welch, deputy director of the Army budget office, said this month.

The tank fleet, on average, is less than 3 years old. The Abrams is named after Gen. Creighton Abrams, one of the top tank commanders during World War II and a former Army chief of staff.

The Army's plan was to stop buying tanks until 2017, when production of a newly designed Abrams would begin. Orders for Abrams tanks from U.S. allies help fill the gap created by the loss of tanks for the Army, according to service officials, but congressional proponents of the program feared there would not be enough international business to keep the Abrams line going.

This pause in tank production for the U.S. would allow the Army to spend its money on research and development work for the new and improved model, said Ashley Givens, a spokeswoman for the Army's Ground Combat Systems office.

The first editions of the Abrams tank were fielded in the early 1980s. Over the decades, the Abrams supply chain has become embedded in communities across the country.

General Dynamics estimated in 2011 that there were more than 560 subcontractors throughout the country involved in the Abrams program and that they employed as many as 18,000 people. More than 40 of the companies are in Pennsylvania, according to Sen. Robert Casey, D-Pa., also a staunch backer of continued tank production.

A letter signed by 173 Democratic and Republican members of the House last year and sent to then-Defense Secretary Leon Panetta demonstrated the depth of bipartisan support for the Abrams program on Capitol Hill. They chided the Obama administration for neglecting the industrial base and proposing to terminate tank production in the United States for the first time since World War II.

Portman, who served as President George W. Bush's budget director before being elected to the Senate, said allowing the line to wither and close would create a financial mess.

"People can't sit around for three years on unemployment insurance and wait for the government to come back," Portman said. "That supply chain is going to be much more costly and much more inefficient to create if you mothball the plant."

Pete Keating, a General Dynamics spokesman, said the money from Congress is allowing for a stable base of production for the Army, which receives about four tanks a month. With the line open, Lima also can fill international orders, bringing more work to Lima and preserving American jobs, he said.

Current foreign customers are Saudi Arabia, which is getting about five tanks a month, and Egypt, which is getting four. Each country pays all of their own costs. That's a "success story during a period of economic pain," Keating said.

Still, far fewer tanks are coming out of the Lima plant than in years past. The drop-off has affected companies such as Verhoff Machine and Welding in Continental, Ohio, which makes seats and other parts for the Abrams. Ed Verhoff, the company's president, said his sales have dropped from $20 million to $7 million over the past two years. He's also had to lay off about 25 skilled employees and he expects to be issuing more pink slips in the future.

"When we start to lose this base of people, what are we going to do? Buy our tanks from China?" Verhoff said.

Steven Grundman, a defense expert at the Atlantic Council in Washington, said the difficulty of reviving defense industrial capabilities tends to be overstated.

"From the fairly insular world in which the defense industry operates, these capabilities seem to be unique and in many cases extraordinarily high art," said Grundman, a former deputy undersecretary of defense for industrial affairs and installations during the Clinton administration. "But in the greater scope of the economy, they tend not to be."

James Bond's UK film studio launches mission to the U.S.

LONDON/ATLANTA (Reuters) - British film studio Pinewood Shepperton, home of the James Bond movies, plans to build its first movie, television and music studio in the United States, part of an international expansion strategy launched in 2009.

The owner of Europe's largest film studio, Pinewood said on Monday it would develop 288 acres of land south of Atlanta, Georgia, for a studio facility in a joint venture with River's Rock LLC, an independently managed trust of the Cathy family.

The Cathy family owns the Atlanta-based fried chicken chain Chick-fil-A. It is believed to be their first significant media investment, but no one from Chick-fil-A was available for comment.

Atlanta-area lawyer Douglas Warner, attorney for River's Rock, declined to comment.

Attracting Pinewood is the latest victory for Georgia as it builds itself into a major U.S. production destination. Figures shows that 333 productions were shot in the state last year, boosting public coffers by $3.1 billion, with recent films including "Flight", "X-Men: First Class", and "Fast Five".

Filmmaker and television producer Tyler Perry has a studio in Atlanta, and the popular zombie-themed AMC cable network series "The Walking Dead" is filmed in the southern U.S. state.

Pinewood already owns studios in Canada and Germany and is building facilities in Malaysia and the Dominican Republic. Earlier this month the studio signed a joint venture with Chinese media group Seven Stars, run by media entrepreneur Bruno Wu, to expand its production services into China.

"Georgia has excellent fiscal incentives and a great crew base," Pinewood CEO Ivan Dunleavy said in a statement. "With River's Rock we have a well-resourced partner that is committed to building a first-class studio facility."

Producers can qualify for state income tax credits of up to 30 percent for certain production expenses, according to the Georgia film office.

Under the deal, the land and studio construction costs will be funded by equity from River's Rock and a debt facility from Synovus Bank, with building to begin immediately.

Pinewood will provide the sales and marketing services and own 40 percent of the joint venture that will operate under the Pinewood trademark and be called Pinewood Atlanta.

The Pinewood studio, based outside of London, has been dubbed the home of James Bond with most of the 23 films featuring British spy 007 shot there over the past half century, including last year's box office hit "Skyfall".

Recent films shot at Pinewood include "Jack Ryan" starring Kevin Costner and Chris Pine, and Angelina Jolie's new film "Maleficent". Whether Pinewood might shoot future James Bond films in Georgia was not known.

Karzai had been asked by Steven Lee Myers of The New York Times whether he hoped for a withdrawal timetable?a date certain when American troops would be gone.

Boston suspect's defense team gets major boost

BOSTON (AP) ? The defense team representing the Boston Marathon bombing suspect got a major boost Monday with the addition of Judy Clarke, a San Diego lawyer who has managed to get life sentences instead of the death penalty for several high-profile clients, including the Unabomber and the gunman in the rampage that injured former Arizona Rep. Gabrielle Giffords.

Clarke's appointment was approved Monday by U.S. Magistrate Judge Marianne Bowler.

Bowler denied, at least for now, a request from Miriam Conrad, the public defender of 19-year-old suspect Dzhokhar Tsarnaev, to appoint a second death penalty lawyer ? David Bruck, a professor at Washington and Lee University School of Law.

Tsarnaev has been charged with using a weapon of mass destruction during the April 15 marathon. Three people were killed and more than 260 injured when two bombs exploded near the finish line.

The suspect's lawyers could renew their motion to appoint another death penalty expert if he is indicted, the judge said.

Clarke's clients have included the Unabomber, Ted Kaczynski; Susan Smith, who drowned her two children; Atlanta Olympics bomber Eric Rudolph; and most recently Tucson, Ariz., shooter Jared Loughner. All received life sentences instead of the death penalty.

Clarke has rarely spoken publicly about her work and did not return a call seeking comment Monday. However, at a speech Friday at a legal conference in Los Angeles, she talked about how she had been "sucked into the black hole, the vortex" of death penalty cases 18 years ago when she represented Smith.

"I got a dose of understanding human behavior, and I learned what the death penalty does to us," she said. "I don't think it's a secret that I oppose the death penalty."

Harvard Law School professor Alan Dershowitz said the decision to put Clarke on the defense team shows "they are going to litigate hard against the death penalty."

"They are not going to put on a jihadi defense," he said. "The client wants to live and he wants to avoid the death penalty. They are not going to say, 'I want to die, I want to join my brother.' "

Bruck has directed Washington and Lee's death penalty defense clinic, the Virginia Capital Case Clearinghouse, since 2004.

In other developments in the Boston case:

? FBI agents visited the Rhode Island home of the in-laws of the suspect's brother, Tamerlan Tsarnaev, and carried away several bags. The brother was killed in a gun battle with police.

Katherine Russell, Tsarnaev's widow, has been staying at the North Kingstown home and did not speak to reporters as she left her attorneys' office in Providence later in the day. Attorney Amato DeLuca says she's doing everything she can to assist with the investigation.

? President Barack Obama and Russian President Vladimir Putin discussed terrorism coordination Monday in the wake of the Boston Marathon bombings. Obama expressed his "appreciation" for Russia's close cooperation after the attack.

The suspected bombers are Russian natives who immigrated to the Boston area. Russian authorities told U.S. officials before the bombings they had concerns about the family, but only revealed details of wiretapped conversations since the attack.

Chicago ? It may be a man?s world, as the saying goes, but lesbians seem to have an easier time living in it than gay men do.

High-profile lesbian athletes have come out while still playing their sports, but not a single gay male athlete in major U.S. professional sports has done the same. While television?s most prominent same-sex parents are the two fictional dads on "Modern Family," surveys show that society is actually more comfortable with the idea of lesbians parenting children.

And then there is the ongoing debate over the Boy Scouts of America proposal to ease their ban on gay leaders and scouts.

Reaction to the proposal, which the BSA?s National Council will take up next month, has been swift, and often harsh. Yet amid the discussions, the Girl Scouts of USA reiterated their policy prohibiting discrimination based on sexual orientation, among other things. That announcement has gone largely unnoticed.

Certainly, the difference in the public?s reaction to the scouting organizations can be attributed, in part, to their varied histories, including the Boy Scouts? longstanding religious ties and a base that has become less urban over the years, compared with the Girl Scouts?.

But there?s also an undercurrent here, one that?s often present in debates related to homosexuality, whether over the military?s now-defunct "Don?t Ask, Don?t Tell" policy or even same-sex marriage. Even as society has become more accepting of homosexuality overall, longstanding research has shown more societal tolerance for lesbians than gay men, and that gay men are significantly more likely to be targets of violence.

That research also has found that it?s often straight men who have the most difficult time with homosexuality ? and particularly gay men ? says researcher Gregory Herek.

"Men are raised to think they have to prove their masculinity, and one big part about being masculine is being heterosexual. So we see that harassment, jokes, negative statements and violence are often ways that even younger men try to prove their heterosexuality," says Herek, a psychologist at the University of California, Davis, who has, for years, studied this phenomenon and how it plays out in the gay community.

That is not, of course, to downplay the harassment lesbians face. It can be just as ugly.

But it?s not as frequent, Herek and others have found, especially in adulthood. It?s also not uncommon for lesbians to encounter straight men who have a fascination with them.

"The men hit on me. The women hit on me. But I never feel like I?m in any immediate danger," says Sarah Toce, the 29-year-old editor of The Seattle Lesbian and managing editor of The Contributor, both online news magazines. "If I were a gay man, I might ? and if it?s like this in Seattle, can you imagine what it is like in less-accepting parts of middle America?"

One of Herek?s studies found that, overall, 38 percent of gay men said that, in adulthood, they?d been victims of vandalism, theft or violence ? hit, beaten or sexually assaulted ? because they were perceived as gay. About 13 percent of lesbians said the same.

A separate study of young people in England also found that, in their teens, gay boys and lesbians were almost twice as likely to be bullied as their straight peers. By young adulthood, it was about the same for lesbians and straight girls. But in this study, published recently in the journal Pediatrics, gay young men were almost four times more likely than their straight peers to be bullied.

At least one historian says it wasn?t always that way for either men or women, whose "expressions of love" with friends of the same gender were seen as a norm ? even idealized ? in the 19th century.

"These relationships offered ample opportunity for those who would have wanted to act on it physically, even if most did not," says Thomas Foster, associate professor and head of the history department at DePaul University in Chicago.

Today?s "code of male gendered behavior," he says, often rejects these kinds of expressions between men.

We joke about the "bro-mance" ? a term used to describe close friendships between straight men. But in some sense, the humor stems from the insinuation that those relationships could be romantic, though everyone assumes they aren?t.

Call those friends "gay," a word that?s still commonly used as an insult, and that?s quite another thing. Consider the furor over Rutgers University men?s basketball coach Mike Rice, who was recently fired for mistreating his players and mocking them with gay slurs.

If two women dance together at a club or walk arm-in-arm down the street, people are usually less likely to question it ? though some wonder if that has more to do with a lack of awareness than acceptance.

"Lesbians are so invisible in our society. And so I think the hatred is more invisible," says Laura Grimes, a licensed clinical social worker in Chicago whose counseling practice caters to gay, lesbian, bisexual and transgender clients.

Musical of 'Rocky' heading to Broadway

NEW YORK (AP) ? It's been a knockout in Germany. Now Sylvester Stallone hopes a musical based on his beloved boxing film "Rocky" will also be a hit on Broadway.

Producers said Sunday they plan to get "Rocky" up and punching at the Winter Garden by February following a successful debut in Hamburg last fall.

Based on the Oscar-winning 1976 film, the musical features a score by "Ragtime" veterans Stephen Flaherty and Lynn Ahrens, and a story by Thomas Meehan, who wrote "The Producers" and "Hairspray."

Originally written in English but translated into German for its world premiere and billed as "Rocky: Das Musical," the show is produced by Stallone and Stage Entertainment USA.

"The reason I think it has worked so well there and why I think it'll work on Broadway is that, yes, it's a story about boxing, but the real story is actually an intimate, powerful and gritty and moving love story between two people who are both lonely and in a difficult place in their worlds," said Bill Taylor, managing director of Stage Entertainment USA. "They rescue each other. It's very uplifting."

The musical stays close to the film, which charted the rise and romance of amateur boxer and debt collector Rocky Balboa, played in Germany by Drew Sarich. No casting has been decided for New York.

In the story, Balboa, nicknamed the Italian Stallion, gets his shot against undefeated heavyweight champion Apollo Creed, played in the film by Carl Weathers. He also woos a love interest, Adrianna "Adrian" Pennino. Stallone wrote the screenplay and it won the best picture Oscar in 1976.

The film made famous the image of Balboa running up the steps of the Philadelphia Museum of Art and the quote "Yo, Adrian!" The German production kept the trumpet-laden funky theme "Gonna Fly Now" and the anthem "Eye of the Tiger," written for "Rocky III." Both will also be in the Broadway version.

The director is Alex Timbers, who directed Broadway's "The Pee-wee Herman Show" and directed and wrote the book for "Bloody Bloody Andrew Jackson." The boxing choreography is being done by Steven Hoggett, who choreographed "American Idiot," ''Peter and the Starcatcher" and "Once."

"This is not boxers doing a kick line," Taylor said. "It's stunning movement representing some of the sparring and the fighting. It's very, very cleverly created."

"Rocky" will be the first new tenant at the Winter Garden Theatre in years. The show that's been there since 2001, "Mamma Mia!," is transferring to another Broadway venue.

The musical will follow two other boxing-related works to appear on Broadway recently: Mike Tyson's one-man show about his life in and out of the ring, and a revival of Clifford Odets' "Golden Boy" about a young man torn between his natural talent as a violinist and the fast money of boxing.

Lawmaker: FBI checking training angle in bombing

WASHINGTON (AP) ? The chairman of the House Homeland Security Committee said Sunday that the FBI is investigating in the United States and overseas to determine whether the suspects in the Boston Marathon bombing received training that helped them carry out the attack.

Dzhokhar Tsarnaev, 19, is charged with joining with his older brother, Tamerlan, who's now dead, in setting off the shrapnel-packed pressure-cooker bombs. The bombs were triggered by a remote detonator of the kind used in remote-control toys, U.S. officials have said.

U.S. officials investigating the bombings have told The Associated Press that so far there is no evidence to date of a wider plot, including training, direction or funding for the attacks.

A criminal complaint outlining federal charges against Dzhokhar Tsarnaev described him as holding a cellphone in his hand minutes before the first explosion.

The brothers are ethnic Chechens from Russia who came to the United States about a decade ago with their parents.

"I think given the level of sophistication of this device, the fact that the pressure cooker is a signature device that goes back to Pakistan, Afghanistan, leads me to believe ? and the way they handled these devices and the tradecraft ? ... that there was a trainer and the question is where is that trainer or trainers," said Rep. Michael McCaul, R-Texas, on "Fox News Sunday."

"Are they overseas in the Chechen region or are they in the United States?" McCaul said. "In my conversations with the FBI, that's the big question. They've casted a wide net both overseas and in the United States to find out where this person is. But I think the experts all agree that there is someone who did train these two individuals."

Rep. Adam Schiff, D-Calif., a member of the House Intelligence Committee, said he thought it's "probably true" that the attack was not linked to a major group. But, he told CNN's "State of the Union," that there "may have been radicalizing influences" in the U.S. or abroad. "It does look like a lot of radicalization was self-radicalization online, but we don't know the full answers yet."

On ABC's "This Week," moderator George Stephanopoulos raised the question to the chairman of the House Intelligence Committee about FBI suspicions that the brothers had help in getting the bombs together.

"Absolutely, and not only that, but in the self-radicalization process, you still need outside affirmation," responded Rep. Mike Rogers, R-Mich.

"We still have persons of interest that we're working to find and identify and have conversations with," he added.

At this point in the investigation, however, Sen. Claire McCaskill said there was no evidence that the brothers "were part of a larger organization, that they were, in fact, part of some kind of terror cell or any kind of direction."

The Missouri Democrat, who's on the Senate Homeland Security and Governmental Affairs Committee, told CBS' "Face the Nation" that "it appears, at this point, based on the evidence, that it's the two of them."

Homemade bombs built from pressure cookers have been a frequent weapon of militants in Afghanistan, India and Pakistan. Al-Qaida's branch in Yemen once published an online manual on how to make one.

Tamerlan Tsarnaev was an ardent reader of jihadist websites and extremist propaganda, officials have said. He frequently looked at extremist sites, including Inspire magazine, an English-language online publication produced by al-Qaida's Yemen affiliate.

In recent years, two would-be U.S. attackers reported receiving bomb-making training from foreign groups but failed to set off the explosives.

A Nigerian man was given a mandatory life sentence for trying to blow up a packed jetliner on Christmas Day 2009 with a bomb sewn into his underwear. Umar Farouk Abdulmutallab had tried to set off the bomb minutes before the Amsterdam-to-Detroit flight landed.

The device didn't work as planned, but it still produced smoke, flame and panic. He told authorities that he trained in Yemen under the eye of Anwar al-Awlaki, a radical American-born cleric and one of the best-known al-Qaida figures.

A U.S. drone strike in Yemen killed al-Awlaki in 2011.

In 2010, a Pakistani immigrant who tried to detonate a car bomb in New York's Times Square also received a life sentence. Faisal Shazad said the Pakistan Taliban provided him with more than $15,000 and five days of explosives training.

The bomb was made of fireworks fertilizer, propane tanks and gasoline canisters. Explosives experts said the fertilizer wasn't the right grade and the fireworks weren't powerful enough to set off the intended chain reaction.

Egypt delegation talks Syria with Iranian leaders

TEHRAN, Iran (AP) ? Iran's state TV is reporting an Egyptian presidential delegation has discussed the Syrian crisis with the leaders of Iran, the key regional ally of Syria's President Bashar Assad.

The report said Egyptian presidential adviser for foreign affairs Essam Haddad met Iranian President Mahmoud Ahmadinejad, who called for a quick settlement of the crisis based on "talk and understanding."

Another report by the semi-official ISNA news agency said the Egyptian delegation also met Iran's Supreme Leader Ayatollah Ali Khamenei, who has final say on all state matters. Khamenei has repeatedly voiced support for Assad.

The report said the two sides also discussed bilateral issues.

Egypt, alongside Iran, Saudi Arabia and Turkey are members of a regional panel aimed at bringing an end to Syria's civil war in a peaceful way.

Bisignano is expected to announce as soon as Monday that he will join payment processing company First Data Corp as its chief executive, it added.

"The move leaves the giant New York bank without one of its fixers of operational problems at a time when the bank is wrestling with a number of regulatory headaches," it said.

JPMorgan suffered a loss of more than $6 billion due to soured trades. Regulators hit the bank in January with four enforcement actions requiring it to make a series of changes to risk management and anti-money-laundering systems.

Thousands turn out for nation's largest powwow

ALBUQUERQUE, N.M. (AP) ? A thunderous, rhythmic roar of jingling bells and beating drums rumbled through University of New Mexico Arena on Friday as hundreds of Native American and indigenous dancers gathered for the start of powwow season.

The three-day Gathering of Nations, North America's largest powwow, drew more than 1,500 competitive dancers and tens of thousands of spectators from across the U.S. and parts of Canada and Mexico.

The festivities kicked off with dancers from Saskatchewan and a drum group from Quebec in acknowledgement of the "Idle No More" movement that is sweeping across Indian Country.

"It just brings the people together, just to reassure that we all need to stick together for the purpose and for the cause, that we can't forget who we are," said Larry Yazzie, one of the powwow's masters of ceremonies.

Idle No More has garnered a worldwide following through social media while reopening constitutional issues involving the relationship between the federal government and Native communities in the U.S. and Canada. The movement began after indigenous groups protested a Canadian proposal that they said would threaten their self-governance and control of traditional land bases.

Rallies have been held in many U.S. communities over the past year, giving way to more awareness and a new generation of activism among Native Americans.

At the 30th annual Gathering of Nations, there was a renewed sense of pride among some dancers.

Aside from showing off their dance skills, some participants said the powwow was also a chance to reinvigorate interest in culture, particularly for younger generations.

The dancers donned traditional costumes made of colorful beads, feathers, fringed leather and bells. It took close to an hour Friday as they poured into the bottom of the arena, better known as The Pit, for the grand entry.

Pounding their feet in rhythm with the drummers, the steady stream of dancers twisted in toward the center of the arena, getting tighter with each rotation, until the floor was packed.

Spectators filled the stands, many watching through the screens of their cameras and smartphones.

Yazzie said the dances are just part of the traditions that need to be carried on. He also pointed to oral stories and medicines.

"Through history, we've been through a lot ... but we survive. We are warriors," he said.

Boston bomb suspect in small cell with steel door

AYER, Mass. (AP) ? The Boston Marathon bombing suspect is being held in a small cell with a steel door at a federal medical detention center about 40 miles outside the city, a federal official said Saturday.

Federal Medical Center Devens spokesman John Collauti described the conditions under which 19-year-old Dzhokhar Tsarnaev was being held in the Ayer facility after being moved there from a hospital Friday.

Tsarnaev was injured during a police chase Thursday in which his brother, also a suspect in the bombing, was fatally wounded.

Collauti said in a telephone interview that Tsarnaev is in secure housing where authorities can monitor him. His cell has a solid steel door with an observation window and a slot for passing food and medication.

Collauti wouldn't discuss specific details related to Tsarnaev, but said that typically medical workers making rounds each shift monitor the inmates. He said guards also keep an eye on some cells with video cameras.

Also, inmates in the more restrictive section do not have access to TVs or radios, but can read books and other materials, he said.

"Really this type of facility is fully capable of handling him and it's not that much of an inconvenience because it's more or less business as usual," Collauti said.

Tsarnaev's mother said the bombing allegations against her son are lies.

Arkansas group plans meeting on Exxon oil spill

MAYFLOWER, Ark. (AP) -- A group that's critical of the oil spill in central Arkansas from an Exxon Mobil Corp. pipeline is holding a meeting to mark the one-month anniversary of the accident.

The group Arkansans Concerned about Oil Pipelines is to gather at 6 p.m. Monday at Pearce Park in Mayflower.

Thousands of gallons of oil spilled into a cove off Lake Conway and more than 20 homes had to be evacuated.

Environmental testing has shown no oil has leaked into Lake Conway, but hazardous fumes have been registered in the evacuated area, where the cleanup continues.

American jihadi in Somalia tweets on kill attempt

NAIROBI, Kenya (AP) ? A most-wanted American jihadi in Somalia said Friday that the leader of Islamic extremist rebels in Somali was starting a civil war, just hours after an assassination attempt left the Alabama native with a neck wound.

Omar Hammami posted on Twitter about what he labeled an assassination attempt late Thursday as he was sitting in a tea shop. He posted four pictures, one of which shows his face with blood on his neck and a dark blood-stained t-shirt.

Hammami, one of the two most notorious Americans in overseas jihadi groups, moved from Alabama to Somalia and joined al-Shabab in about 2006. He fought alongside the al-Qaida-linked group for years while gaining fame for posting YouTube videos of jihadi rap songs.

But Hammami had a falling out with al-Shabab and has engaged in a public fight with the group over the last year amid signs of increasing tension between Somalis and foreign fighters in the group. He first expressed fear for his life in an extraordinary web video in March 2012 that publicized his rift with al-Shabab. He said he received another death threat earlier this year that was not carried out.

"Just been shot in neck by shabab assassin. not critical yet," Hammami tweeted late Thursday. On Friday he wrote that the leader of al-Shabab was sending in forces from multiple directions. "we are few but we might get back up. abu zubayr has gone mad. he's starting a civil war," Hammami posted.

Hammami has been a thorn in the side of al-Shabab after accusing the group's leaders of living extravagant lifestyles with the taxes fighters collect from Somali residents. Another Hammami grievance is that the Somali militant leaders sideline foreign militants inside al-Shabab and are concerned only about fighting in Somalia, not globally. Hammami's Friday comment about a civil war could refer to violence between those two groups.

Al-Shabab slapped Hammami publicly in a December Internet statement, saying his video releases are the result of personal grievances that stem from a "narcissistic pursuit of fame." The statement said al-Shabab was morally obligated to stamp out his "obstinacy."

Hammami has enemies on all sides. The U.S. named Hammami to its Most Wanted terrorist list in March and is offering a $5 million reward for information leading to his capture. Al-Shabab fighters are not eligible for the reward.

Along with Adam Gadahn in Pakistan ? a former Osama bin Laden spokesman ? Hammami is one of the two most notorious Americans in jihad groups. He grew up in Daphne, Alabama, a bedroom community of 20,000 outside Mobile. He is the son of a Christian mother and a Syrian-born Muslim father.

Hammami regularly chats on Twitter with a group of American terrorism experts, conversations that are so colloquial and so infused with Americana that many in the counter-terror field have formed a type of digital bond with Hammami.

After Hammami publicized the assassination attempt, one of his Twitter followers, a counter-terrorism expert from Canada, wrote that Hammami had nine lives. Hammami responded with an apparent reference to the movie The Blues Brothers. "'I'm on a mission from God.' minus the blues music," Hammami wrote.

After the shooting, American terrorism expert J.M. Berger, who has a long-running Twitter relationship with Hammami, posted that it looks like Hammami came within a quarter-inch of death. "Perhaps it's time to come in now," Berger tweeted.

Berger wrote on his blog, Selectedwisdom.com, that the attack proves that Hammami should fear for his life. Berger said Hammami's anti-Shabab social rants were annoying the militant group and he predicted conflict between Somali militants and foreign fighters.

"If there is going to be a war inside Shabaab, I'm guessing it will happen soon," Berger wrote.

Bangladesh owner is at nexus of politics, business

SAVAR, Bangladesh (AP) ? When the cracks in the building appeared early Tuesday afternoon, a stocky man in his early 30s, a feared political operative who a neighbor says dropped out of school in seventh grade, quickly arrived at the scene in this crowded industrial suburb of the capital.

By then, fear had spread through the 3,200 people who worked in the five clothing factories that jammed the upper floors of Rana Plaza, and the handful of shops on the lower ones. Most of the workers had gathered in the street out front. Few wanted to go back in. Inspectors said the eight-story building should be closed until it could be inspected.

But Mohammed Sohel Rana scoffed.

"The building has minor damages," Rana, the building's owner, told gathering reporters. "There is nothing serious."

The next morning, many of the building's shops and a first-floor bank remained closed. But the factories' 8 a.m. shift began as usual. About 45 minutes into the shift, the building suddenly collapsed, killing at least 350 people in a fury of falling concrete. It was the worst industrial accident in the history of Bangladesh. More than three days later, rescuers are still crawling through the wreckage, hoping to find anyone who has managed to survive so long. By Saturday, nearly all the people being carried out were dead.

Rana, though, has disappeared. He hasn't been seen, according to local media reports, since he left his basement office in Rana Plaza and drove away, just before the collapse. Today, his political patron has abandoned him and authorities want to arrest him.

Rana sits at the nexus of party politics and the powerful $20 billion garment industry that drives the economy of this deeply impoverished nation. Experts say this intersection of politics and business, combined with a minimum wage of $9.50 a week that has made Bangladesh the go-to nation for many of the world's largest clothing brands, has created a predictable danger for factory workers.

Government officials, labor activists, manufacturers and retailers all called for improved safety standards after a November fire in the same suburb, when locked emergency exits trapped hundreds of garment workers inside amid spreading flames and 112 people died. But almost nothing has changed.

"Successive Bangladeshi governments have paid lip service to worker safety but in reality it is only the factory owners who have the ear of policymakers," Brad Adams, the Asia director for Human Rights Watch, said in a statement. "How many factory tragedies will it take before the Bangladeshi government ends its cozy relationship with powerful company owners and prioritizes worker safety?"

Before the collapse, Rana was little known outside of the few blocks of his tiny empire, a grid of poorly paved streets in the crowded industrial suburb of Savar, built up over the past decade or so around hundreds of garment factories.

The son of a local businessman with political connections, Rana became a neighborhood force by working as an organizer for the two political parties that have competed for power for decades in Bangladesh, according to local politicians, as well as someone who grew up near Rana and still lives in the area.

While Rana is currently a leader of the youth group of the ruling Awami League, he has also worked for that party's archrival, the Bangladesh National Party.

"He doesn't belong to any particular political party," said Ashrafuddin Khan Imu, an Awami League leader and longtime Rana rival. "Whatever party is in power, he is there."

In essence, these people say, Rana is a neighborhood political enforcer, regularly ordering thousands of people into the streets for rallies. Most recently, Imu said, he has been working for Awami League lawmaker Talukder Touhid Jang Murad. When Murad was asked about Rana after the collapse, Murad denied any connections. The next day, Dhaka newspapers printed photographs of Murad kissing Rana on the forehead after a successful rally earlier this year.

"He used to intimidate people whenever he needed them, like bringing people out for street marches in support of the lawmaker," said the neighbor, who spoke on condition he not be named, fearing Rana's wrath. "Neighbors would avoid him ... No one wanted to upset him."

Money came with his political connections, with wealth built upon a string of government-owned properties he acquired at reduced prices, according to local media reports. He built a small apartment building and a small commercial building, where a Bata shoe store is now on the ground floor. In 2010 he built Rana Plaza on land that had once been a swamp. He had a permit to erect a five-story building, but built three additional stories illegally.

Until Wednesday, he lived just a few blocks from Rana Plaza, in a five-story red-brick building he owns at the end of a narrow alley. The ground floor has a hand-painted medieval scene, with an aristocratic woman, or perhaps a bride, being carried by scowling bearers in a covered palanquin. The neighbor says he is married, and has two children. The buildings indicate he is a man of considerable stature locally, but is almost certainly not a member of the country's tiny elite.

After the cracks appeared in the building, witnesses say Rana quickly went to work. On Wednesday morning, he and a number of factory managers ordered nervous workers into the building shortly before the collapse, according to the neighbor, who was present at the scene, and local press reports.

"I was too afraid to go inside the building. But the factory officials assured us they would also be in the factory, so there should not be any problem," said Kohinoor Begum, a factory worker who survived but whose hands were injured.

By Saturday night, Rana was still nowhere to be found. Authorities say they detained his wife on Friday, apparently as a way to convince him to surrender.

What will happen to him? At first glance, the situation doesn't look good: He's on the run, his political allies have publicly abandoned him, Bangladesh's most powerful garment industry association says he ignored their warnings to shut the building, the prime minister has called for his arrest.

But in the streets of Savar, many people note that while three managers have been arrested in connection with the Tazreen fire, the factory owner remains free.
